Tony Foreman is the visionary entrepreneur behind some of Baltimore’s most celebrated restaurants. His journey began in 1995 with the opening of Savannah in Fell’s Point, a collaboration with Chef Cindy Wolf that laid the foundation for a legacy of excellence in dining and hospitality. Two years later, they debuted Charleston in Harbor East—now recognized as one of the Mid-Atlantic’s most acclaimed restaurants.

Tony’s passion for thoughtfully crafted dining experiences continued with Petit Louis Bistro, a French-inspired restaurant in Roland Park, the neighborhood where he was raised. In 2004, he opened Pazo, a lively Spanish-Mediterranean concept later reimagined as Bar Vasquez in 2016, with a focus on Argentine cuisine. He introduced Baltimore to the flavors of Northern Italy with Cinghiale in 2007, followed by the opening of Johnny’s in 2012—a neighborhood favorite blending global influences with casual charm.

In 2021, Tony partnered with Chef/Co-Owner Chris Scanga to open The Milton Inn, transforming a pre-Revolutionary War farmhouse in Baltimore County into a refined destination for both tavern and dining room experiences. His most recent venture, The Duchess, launched with Chef/Co-Owner Kiko Fejarang on The Avenue in Hampden, blending her Chamorro roots with the warm conviviality of an English pub.

Tony’s influence extends beyond the plate. A passionate wine expert, he launched BIN 604 Wine + Spirits in Harbor East in 2001, followed by BIN 201 in Annapolis in 2009—each offering curated selections inspired by his restaurant cellars.

Rooted deeply in the city he calls home, Tony continues to raise his daughters in the neighborhood where he grew up. Personally invested and present at every establishment, he embodies the welcoming, vibrant spirit of Baltimore—bringing people together through meaningful, memorable dining experiences.
